Medicaid Policy
The people listed below have access to income match records:
1. Applicants and recipients may view their own income match records, except for IRS income match records.
2. Employees who work for the SSA.
3. IRS employees who work with tax returns or income match data. This includes those who work with income match safeguards.
4. Employees who administer the following programs in Utah, other states, or with federal agencies.
A. Family Employment Program (FEP)
B. Food Stamps
C. Medicaid
D. Child Support Enforcement (ORS)
E. Social Security (OASDI or SSI)
F. Unemployment Compensation
Note: Quality Control reviews, fair hearings, program outreach and referral activities performed by local office and State office employees, and the pursuit of over payments and estate recovery are aspects of program administration.
Staff who do not work for the programs shown above do NOT have access to Income Match records from SSA, Wage Match or IRS. This includes staff who work exclusively with other Federal programs such as Title XX (Child Care and other) programs.
Even auditors, who can see case records, must have proof of their right to see the IRS income match records. Proof of the right to see IRS data includes being named in the IRS code list of those with access or a letter from IRS.
