Individuals who are not enrolled in any kind of health insurance coverage but have access to Medicare or Veteran’s Health Insurance may not be eligible for UPP.
Medicare
A person who is eligible to enroll in Part A or B Medicare is not eligible for UPP. It does not matter how much it costs to enroll.
Veteran's Administration (VA) Health Care System
A person who is eligible to enroll in the VA Health Care System, but who has not yet enrolled, may be eligible for Utah’s Premium Partnership only until their enrollment in the VA Health Care System becomes effective. To be eligible during this waiting period, the individual must initiate the process to enroll in the VA Health Care System. Eligibility for the Utah’s Premium Partnership will end once the individual's enrollment in the VA Health Care System becomes effective.
