1007-1 Effective Date of Changes That Cause UPP Payment to Increase

Effective Date: September 1, 2015

Previous Policy

The effective date of a change that causes an UPP payment to increase is based on

The date of the report.

The date the verification is received (if necessary).

Whether the change was reported within 10 days.

Rules for verifying changes follow general verification rules in section 107-2.

For the verification of the change to be considered timely, the customer must provide any needed verification within 10 days of the date the agency gives or mails a request for verification.

When the 10th day falls on a non-business day, the household has until the close of the first working day following the non-business day to provide the requested verification.

When the customer mails in the verification, the date received by the local office is considered the date it is submitted.

Reported Changes Verified Within 10 Days

Reported changes that cause the UPP payment to increase that are verified within 10 days will be effective the month immediately following the change report month.

Supplemental UPP payments for the following month will be made if necessary.

To request a supplemental payment, email the request to the UPP Administration Office at upp@utah.gov

Advance notice is not required for changes that increase a household’s UPP payment amount.

Reported Changes NOT Verified Within 10 Days

Reported changes that cause the UPP payment to increase that are NOT verified within 10 days will become effective the month following the date the verification is received. A supplemental UPP payment for that month may be necessary.

A supplemental UPP payment will not be paid back to the month the change occurred.

If the change is an addition of a new household member, see section 1009-3 for policy on benefit dates and verification time frames.
