221-3 Who Does Not Have to Provide a Social Security Number

The following are exceptions to the requirement to provide a Social Security Number:

Applicants who do not meet U.S. citizenship or non-citizen status requirements, who cannot legally obtain an SSN and who could only qualify for emergency medical services are not required to provide a SSN. Certain children who qualify as lawfully present (205-2.1) will not have an SSN.

Children under the age of one year who  are receiving Child 0-1 coverage until they turn age 1, are not required to provide a SSN until after they turn age 1.  (See Section 347)

Children placed for adoption who do not have a SSN are not required to provide a SSN until after the adoption is finalized.

Household members who do not want medical assistance do not have to provide a SSN.

Household members who refuse to obtain a SSN due to well-established religious objections.
