221-4 Good Cause For Not Applying For The SSN Card

Good cause exists if the applicant/recipient reports that he or she cannot apply for the SSN because of a lack of information to give to SSA, but has made every effort to get that information.

Good cause does not include delays due to illness, lack of transportation, or temporary absences from the state.

Allow the applicant to receive Medicaid for the month of application and one additional month when good cause has been determined.

After the second month, the recipient must submit proof each month there is good cause for not applying for the SSN.

Remove the recipient at the end of the second month, giving 10-day notice, if the application for the SSN has not been completed and the member has not submitted proof of continued good cause.

In the case of a child placed for adoption, good cause exists until the adoption is finalized in the Utah Courts.  Finalization cannot occur until the child has lived with the adopting parents six months.  Do not require additional good cause proof until after the child has been in the parents' home at least six months.  If finalization is delayed, you may need to ask for verification about the delay from the placing agency or the parents' lawyer.  It may take more than a month after finalization to get a birth certificate for the child, which is needed before the parent(s) may apply for a SSN for the child.
