354-2 Medicaid Eligibility for Non-Title IV-E Foster Care

General Information

Children who are in foster care and not eligible for Title IV-E foster care may qualify for Medicaid using the Child Age 0-5, Child Age 6-18, Medically Needy Child, Blind Medicaid, Disabled Medicaid, Pregnant Woman or Medically Needy Pregnant Woman program rules.

Children who do not meet the IV-E AFDC criteria, but who live with a parent who is receiving in-patient substance abuse treatment, will receive a IV-E Foster Care payment, and Non-IV-E Foster Care Medicaid.

DHHS determines the eligibility for these categories. The program will be identified as Non-Title IV-E Foster Care Medicaid. Use only the child's income and assets to determine eligibility for these categories see 402-4.

 

Children Placed From Out of State

A child who is not eligible for Title IV-E assistance must receive Medicaid assistance from the state making the placement.  For example, a Utah child not receiving Title IV-E assistance who is placed in Colorado would receive Utah Medicaid.
