394-4 RMA Income and Asset Eligibility

Effective Date: May 5, 2025

Previous Policy

Base eligibility for RMA on the applicant’s income and assets on the date of application. Do not consider any increases in income or assets after the date of application.

Income                                                                                                                                                                                                          Follow the income rules for Medically Needy Family to determine the countable income (441).

If, on the application, the countable income is equal to or less than the BMS for the household size, the household is eligible for RMA without a spenddown through the end of the 4 month period.

If the countable income is more than the BMS for the household size the household may spenddown (461).

Do not increase the spenddown if household income increases.

Decrease the spenddown if household income decreases.

If the income decreases below the BMS the household does not spenddown through the end of the 4 month period.

Assets                                                                                                                                                                                                                      Follow the asset rules for Medically Needy Family to determine the countable assets and the asset limit. Use the assets held on the date of application to decide eligibility. Any asset increase has no effect on eligibility.
