Applications for UPP will be accepted only during UPP open enrollment periods.  (See Section 1000-3)

 

The benefit effective date of UPP is the first day of the application month. However, the applicant must pay the premium for the employer-sponsored health insurance or COBRA to qualify for  premium reimbursement for that month.  If the employer does not start deducting premiums or COBRA premiums, reimbursements do not begin until the following month or later. The effective date remains the first day of the month from the date of application, but no reimbursement will be made until the applicant verifies that a premium was paid or deducted.  (See section 703 regarding the date of application.)

EXCEPTIONS to benefits starting on the first day of a month (see Section 1000-3):

The individual is enrolled in health insurance coverage that will terminate involuntarily during the open enrollment period or by the end of the month immediately following the open enrollment period, in which case eligibility begins the day after the health insurance coverage ends. See section 1003-11 if the individual will be terminating an FFM plan.

The individual is sanctioned for voluntarily termination of health insurance coverage and the ineligibility period ends during the open enrollment period or by the end of the month immediately following the open enrollment period, in which case eligibility begins the day after the ineligibility period ends.

The individual moved to Utah to take up residency during the application month, in which case eligibility cannot begin before the date the person arrived in Utah.

The individual is a qualified alien who was subject to the five-year bar for UPP during the application month, in which case eligibility cannot begin before the date the five-year-bar ended.

The individual became a qualified alien who was not subject to the five-year bar during the application month, in which case eligibility cannot begin before the date the individual became a qualified alien.

The individual is released from a Utah jail or prison or discharged from the State Hospital or other IMD, in which case eligibility cannot be earlier than the date the person was released.

The individual is open PCN and moving to UPP with no break in coverage; begin UPP the day the health insurance coverage begins.
