Medicaid, SLMB and QI programs allow coverage for the 3 months before the application month if the person met the eligibility criteria in those months. Determine income the same for all of these programs.
Determine eligibility the same for a partial month of coverage as you do for a full month of coverage, if the benefit effective date is not the first day of the month due to one of the exceptions found in 711. (Refer to Section 711 for limits on when eligibility can begin.)
When retroactive benefits are requested for months that fall in 2013, the eligibility rules that applied in 2013 must be used even when the MAGI-based rules are being used to determine eligibility for months after 2013.
