Aged and disabled people with countable income equal to or below 100% of the FPL are in the aged and disabled FPL Medicaid group. People with income equal to or below 100% of the FPL who are eligible for Blind Medicaid (BM) are not in the 100% FPL Medicaid group.  They simply do not have to pay a spenddown when their income does not exceed 100% of FPL.  See section 305-4 for people with income equal to or below 100% of the FPL who are eligible for BM.

The 100% FPL group can include individuals eligible for the New Choices Waiver (386).
