Medicaid policy defines all dwellings as either a household or an institution.  Residents of households are eligible for Medicaid if all other factors of eligibility are met. Residents of certain institutions are not eligible for Medicaid.  Residents of other institutions may be eligible for Medicaid if all other factors of eligibility are met.
