205-3 Verification of Non-Citizen Status

Effective Date: October 1, 2026

Previous Policy

An individual’s immigration status must be verified.  Begin the verification process by attempting an electronic data request, if that process is unsuccessful, use other types of immigration documents.

A. Electronic Verification

Do not decrease, terminate, or deny benefits on the basis of a person's non-citizen status if the electronic verification procedures have not yet been completed. Provide the individual with a reasonable time to provide documentation.

B. Verifying Immigration Status

Follow the respective procedure when verifying immigration status. Document in the case file all results received.

  1. Verify the individual's status using the "A" number listed on the immigration document.
  2. If the information from the electronic inquiry matches the document, no further action is needed.
  3. If the information from the electronic inquiry does not match or information does not exist, complete a secondary verification.  Do not close a program based upon the information received through an initial electronic verification inquiry.
  4. When you cannot access the electronic database, the information about the non-citizen is not recorded in the computer file, or the information received back from the secondary verification tells you to complete another verification, request documentation from the individual providing reasonable time.
