Medicaid Policy

These statuses allow disabled people who go to work to continue to be SSI recipients and to continue to receive Medicaid.
1619(a)
People who have 1619(a) status still receive SSI payments even though their monthly gross earned income exceeds the SGA level.
1619(b)
People who have 1619(b) status do not receive an SSI payment because of their earned income. These people are still considered SSI recipients even though they don’t get SSI payments.
Age does not affect 1619(a) or (b) status. Keep an individual with 1619(a) or 1619(b) status open on DM after age 65.
How to Identify 1619(b) Eligible
Only SSA can decide 1619(b) status. Clues that indicate 1619(b) status are:
A Y in the 1619(b) field on the Social Security electronic interface screen.
SSI payment stops because of the individual’s earned income.
Consider the individual 1619(b) eligible while you verify 1619(b) status with SSA if the individual:
Is still disabled or has a disability which is not likely to improve, and
Has earned income that exceeds the break-even point.
Changes that can affect 1619(b) Status
Marriage.
Continue the Medicaid 1619(b) status if the electronic interface shows the individual still has 1619(b) status,
Determine eligibility for other Medicaid programs if the electronic interface shows the individual does not have 1619(b) status.
Other income, or increases in earned income.
Continue 1619(b) status if the electronic interface shows the individual still has 1619(b) status.
Determine eligibility for other Medicaid programs if the electronic interface shows the individual does not have 1619(b) status.
