Medicaid Policy
This section contains the eligibility requirements for the Utah’s Premium Partnership for Health Insurance (UPP). Individuals must meet the general requirements that apply to Medicaid and CHIP programs along with the specific requirements described in this section.
For adults, refer to the policy in other sections of this manual for eligibility rules not specifically covered in this section.
For children, refer to the CHIP manual when the rules are not specifically covered in this section.
"Utah's Premium Partnership for Health Insurance" is a medical assistance program that provides cash reimbursement for all or part of the insurance premiums paid by an employee for coverage through an employer-sponsored health insurance plan, or COBRA coverage that covers either the eligible employee, the eligible spouse of the employee, dependent children, or the family.
UPP is for uninsured individuals who have access to but have not yet enrolled in their employer-sponsored health insurance or individuals who have access to or who are enrolled in COBRA coverage. Individuals who have access to certain types of health insurance coverage are not eligible for UPP. (See Sections 1003-2, 1003-3 and 1003-4)
For eligible individuals who choose to enroll in an employer-sponsored health insurance plan or COBRA, UPP will provide a cash reimbursement for all or part of their monthly health insurance premium.
