In Utah SSI recipients must apply for Medicaid with DWS or DHHS (703). See section 731-4 for verification requirements for SSI recipients.
SSI recipients are people:
Who are receiving an SSI payment.
Who have 1619(b) status.
Who do not receive their SSI payments only because SSA has applied a penalty for false or misleading statements.
Who have the SSI payment reduced to $0 because SSI is withholding the payment to recover an overpayment.
SSI recipients meet:
Income eligibility for AM, BM and DM.
Citizenship or Qualified non-citizen Status.
Disability or blindness criteria for BM or DM if the member is under 65.
SSI recipients must meet:
Utah residency (207-1).
Asset limits (503).
Medical Support Enforcement (227).
Third Party Liability (225).
A person is an SSI recipient beginning the month before the first SSI payment month.
When the person meets SSI criteria in the SSI application month, the first payment will be for the month after the application month.
When SSI eligibility did not start in the SSI application month, but became effective for a later month, the first payment is made for the month after the month the person meets all of the SSI eligibility criteria.
A person who receives a lump sum SSI payment is an SSI recipient the month immediately before the first month for which the lump sum payment is made and for the months covered by the SSI lump sum payment.
If SSI payments stop and:
The member is still an SSI recipient continue to determine eligibility as if the member were still receiving a payment.
The member is no longer an SSI recipient, but is still blind or disabled (303-6), determine eligibility for protected Medicaid groups, 100% poverty group or spenddown AM, BM or DM. Have the MRB do a disability redetermination in 12 months if the member is not receiving Social Security Disability benefits.
The member is no longer disabled, determine if the member is eligible for another Medicaid program.
