The Refugee Resettlement Program (RRP) provides Federal funding for medical assistance, Refugee Medical Assistance or RMA, to refugees for up to 8 months beginning with the month of the date of entry. See section 394-3 to determine the date of entry.
RMA is for refugees who:
Do not qualify for Medicaid, CHIP or PCN during an open enrollment period.
Meet immigration status (394-2).
Provide the name of the resettlement agency.
Are not full-time students in institutions of higher education, unless approved by the state as part of an employment plan.
RMA is also available to Iraqi and Afghan Special Immigrants. Iraqi and Afghan Special Immigrants can receive up to 8 months of RMA. Afghan Special Immigrants had been limited to 6 months of RMA; however, a new law passed in March 2009 allows them to receive up to 8 months of RMA coverage.
This additional coverage can begin in March 2009, but not before. Afghan Special Immigrants can receive coverage for March 2009 and beyond if they are still within their 8 month time period of eligibility.
Beginning December 19, 2009, Iraqi and Afghan Special Immigrants are no longer subject to the 5 –year bar. Treat them like refugees.
Eligibility for RMA for Iraqi and Afghan Special Immigrants begins with the month of the date of entry or adjusted status, but no earlier than December 26, 2007. See 205-2.
RMA can be for children born in the US to mothers on RMA coverage.
When a woman on RMA coverage becomes pregnant, eligibility workers should check to see if she is eligibility for a Medicaid program.
A child born to a mother on a Utah Medicaid program is eligible for a full year of coverage. Because RMA is NOT a Medicaid program, a child who is only born to a mother eligible for RMA is not eligible for the one year of coverage.
Once the child is born to a mother on RMA, the eligibility worker considers Medicaid for the child. If the child is not eligible for a Medicaid program, the child may be given RMA coverage along with the mother. See section 394-2.
